Who has to conduct a trial burn?

Any facility that burns a waste or fuel containing any one of several metals (including, among others, chromium, arsenic, lead, or mercury) or an organic compound defined as hazardous by federal regulations must conduct periodic trial burns.  These facilities include companies, such as chemical companies, that burn their own waste streams (frequently recovering the heat value of the organic fuel in boilers), corporations whose primary business is the destruction of hazardous waste (incinerators), and manufacturing operations (like cement kilns) that burn the hazardous waste for a fee and use the recovered energy to run their own operations
